How I would fix this is by having them meet regularly, each estate got votes based around the number of people in the estate, and everyone pays the taxes.

The third estate also has to be the ones to give taxes to the government even though they are the poorest estate. The government needs to tax everyone instead of the poor so there is fairness for all.
